That cottage is shell cottage, most likely. I reckon The scene above is when hermionie drinks the polyjuice potion to turn into bellatrix lestrange (which she does outside shell cottage) so that they can break into gringotts and find the hufflepuff cup, which is a horcrux.

its a visual trick that movie makers have used for years. If you make a small scale prop like the one above and shoot it from a distance, the prop looks to be average size. It saves time and money when filming.

I believe that the cottage is shell cottage which is the house Bill and Fleur live in. Its probably just tiny because they couldn't make an actual house just for a movie
